Beautiful librarian Sandy Miller (Erika Eleniak) travels to Miami to figure out what has happened to her sister, who has recently gone missing. There, she discovers an undercover kidnapping ring who are the likely culprits. Before she knows it, she becomes involved with an underground vigilante group working against the organization. They've infiltrated its inner circle due to the efforts of their leader, Simon (William Forsythe). The heat rises as the pair work together to free the captives. Also starring Burt Reynolds.
